I used only Adobe Illustrator for this portrait. The tools I used for this portrait are Pen Tool, Gaussian Blur (Adjust with Transparency Properties) for almost all for the tones and Wrap Tool for some windy and wavy hair effects. It took almost 3 days. I did tone adjustment at Adobe Photoshop (no more than 10 clicks) before cropping.

By the way, I saw original photo at Google Search when I put the keyword Korean Actress. Later I knew from my girlfriend that she is a famous Korean actress "HAN GA IN".
